A couple doesn't walk out of the courthouse in the first place w/out signing the license and taking an oath. That's the whole point of getting the license to make the marriage ceremony legit. Any married person will tell you this. The officiant waited until forever to file the license. Once he performs the ceremony, it is his/her job to provide the final signature and send the license back to the courthouse....So, we can kill the "Jay-Z was trying to hold out" rumor.
