The arrest (and eventual conviction) of 35 educators continues a shameful legacy in the Atlanta Public School System cheating scandal.

The Atlanta Journal-Consitution reports that 35 teachers, testing coordinators and school administrators were given until midnight Tuesday to turn themselves in after being indicted in one of the biggest school cheating scandals in modern history. Only four of the 35 educators had not turned themselves in by the deadline.

The biggest fish — former Atlanta school superintendent Beverly Hall — turned herself in at the Fulton County jail just after 7:30 p.m. Tuesday. She was surrounded by her counsel who whisked her past the mob of shouting reporters. Hall, 66, wore her Sunday finest, adorned with pearl necklace and matching earrings. She was fingerprinted and sat for a classy mugshot before posting a $200,000 bond. Her bond was originally set at $7.5 million. “I don’t think there was really any serious entertainment of that,” her attorney, David J. Bailey, told the AJC.

After the break is a roll call of some of the former educators who took the walk of shame into the Fulton County jail yesterday.

These are the people that a grand jury alleges are responsible for making Atlanta’s school children among the dumbest in the nation.

Many graduates of Atlanta public schools are unable to adequately complete a job application or pass a college entrance exam.

1. Pamela Cleveland: A former Dunbar Elementary school teacher, is charged with racketeering for changing students’ wrong answers to right on the 2009 CRCT. She is also charged with making a false statement for telling a GBI agent she had no knowledge of anyone erasing or changing answers on the CRCT. Source

2. Sharon Davis Williams: A third area superintendent, Davis Williams is accused of instructing educators to cover up cheating and punishing a whistle-blower. Source

3. Kimberly Oden: Former teacher at Parks Middle School, charged with racketeering and making false statements and writings. Source

4. Tamara Cotman: The Atlanta Journal-Constitution reported that Cotman, who oversaw schools in some of Atlanta’s poorest neighborhoods, advised principals to refuse to cooperate with the cheating inquiry. Meeting in 2010 with a dozen principals from schools where test scores were most supect, she disparaged the state investigation then told the principals to write and read aloud memos telling state investigators to “go to hell.” She was also accused of retaliating against an employee who answered questions about the memos. In a television interview along with other area superintendents accused of wrongdoing, Cotman denied any knowledge of widespread cheating. “I am going to fight not just for the job, but I had a reputation and career and a focus on serving children,” Cotman said. 5. Christopher Waller: One of the key figures in the state investigative report, Waller was principal of Parks Middle School where seven educators confessed to cheating, and six others, including Waller were implicated. Cheating reportedly occurred at the school each year from 2006 through 2010, and investigators said Waller bullied teachers into copying exams and erasing wrong answers. A teacher who admitted his role in the cheating said Waller organized cheating “parties” with teachers. Another teacher told investigators that in 2009, two staff members loaded test papers into a blue cooler and delivered them to rooms where teachers corrected students’ mistakes. They returned later with the cooler and hauled the tests away. Waller denied wrongdoing, saying that if tampering occurred, it must have been after test papers left the school. He also said he wouldn’t cheat because he is a minister and because he wouldn’t have risked his $107,000-a-year salary. Hall had held Waller up as a model principal who got results by pushing educators to unlock the potential of underachieving poor students. Reassigned in 2010 while the state conducted its probe, Waller resigned from the district in 2012, citing personal reasons. Source

6. Frances Mack: A testing coordinator at D.H. Stanton Elementary, is charged with racketeering and false statements and writings. Source

7. Shani Robinson: a former teacher at Dunbar Elementary School, charged with racketeering and making false statements and writings. Source

8. Millicent Few [Her bond was originally set at $1 million]: According to the state investigation, Millicent Few, the head of human resources for the district, “illegally ordered” the destruction of early, damaging drafts of an outside lawyer’s investigation of test-tampering at Atlanta’s Deerwood Academy. In another instance, Few ordered staff to destroy a case log of cheating-related internal investigations after The Atlanta Journal-Constitution requested it, the report said. Few told staff to replace the old log with a new, altered version. When the district finally produced the complaints, the investigators wrote, it illegally withheld cases that made it “look bad” — either because its investigation was poor or because wrongdoing received minimal sanction. Like others, Few also made false statements to the investigators, the report said. Few has denied that she tampered with documents or ordered anyone else to do so. Few tried to leave Atlanta and start over. She moved to Connecticut and became a consultant in Bridgeport Public Schools. But in February 2012, after only two days on the job, Few was fired after Bridgeport officials learned the full extent of the allegations against her. 12. Armstead Salters: principal of Gideons Elementary, was booked into the Fulton County Jail on $2 million bond, according to jail records. Salters is charged with racketeering, false statements and writings, influencing witness. Source

14. Tameka Goodson: a school improvement specialist at Kennedy Middle School, turned herself in around 12:30 a.m. and was booked into the Fulton County Jail on $200,000 bond, according to jail records. Goodson is charged with racketeering and false statements and writings. Source

15. Donald Bullock: a testing coordinator at Usher-Collier Heights Elementary, arrived at the jail with his attorney just before 6 a.m. on Tuesday. Bullock is accused of asking two teachers to participate in falsifying standardized test answer sheets and telling the Georgia Bureau of Investigation that he wasn’t aware of teachers erasing test answers. He’s charged with racketeering, false swearing and three counts of false statements or writings Bullock had no comment for reporters as he walked briskly from his car to the jail lobby. Source

16. Theresia Copeland: Benteen Elementary testing coordinator. Copeland is charged with racketeering, theft by taking and two counts of false statements or writings. Source

    No Child Left Behind is to blame for this…these teachers are left with insane amounts of pressure-jobs on the line, promotions/tenure threatened all behind some damn test scores. Now they have to teach to the test but that comes with the issues a lot of these kids come to school with and most of the time they are ill equipped to deal with them.

    Not saying its right what they did, but NCLB leaves some folk with no other choice.

    And trust, the sprite schools are doing this very same thing.

    My sis is a teacher they had a small scandal last year. A teacher was giving answers to the PASS test…..,,those teachers are pressured like hell to get the school money smh. No child left behind sucks monkey balls.

    The best thing would have been for those educators to actually EDUCATE the kids. Cheaters NEVER win. I feel sorry for the children, making them feel they’re “smart” and doing well but in all actuality they’re not. SMH

They get money from how well their student’s do in school so what else is there to do especially when some of the students dont care or when others take a little more time than others to comprehend what is being taught.     All school cheat. White or Black. That’s not even a question. However, NCLB needs to be dropped. If the child cant read, write, spell, do math, or whatever, then they should go to summer school. If they can’t pass then they get left back. Simple as that. EDUCATE the kids so they won’t need to get left back. And that’s the job of BOTH parent and teacher. Stop allowing these kids to slide by and you know damn wel they can’t freaking read or is up to the next grade level.

    I am so not in favor of standardized test. They didn’t change the answers to help the kids, they did it for their own gain. I read one child in the ninth grade reading on a fifth grade level. Parents are responsible as well, but these teachers are TRAINED to teach these kids. We will see more and more of this happening in low socioeconomic neighborhoods. This happened here, but not on that large of a scale.

    I volunteered for testing last month and OMG they treat these kids like animals giving them candy to stay in their seats and stuff. We never had that either you sit down or else.

    Shiiid before there was a damn NCLB, my folks made sure me and my sis had our workbooks during the summer instead of playing all the freaking time…no tv past 7, all that chit. Now these kids are just goofing off and the parent is asking the teacher why their kids can’t read. FUKK that, yo stupid ass is allowing your kid to regress! Stay on top of the chit so we wouldn’t have these kinds of issues.

    My kids have workbooks, my daughter has to write on the weekends, they have to come read to me everyday. BUT, I am not a teacher. I try to explain homework to my kids they look at me like O_o. “My teacher doesn’t do it like that.” I still get on them. Whatever they have issues with, I print some more material off and we get to it.

    Back in my day I remember they would have “Social promotion” to get the bad azz kids out of the schools. Now, in these areas these kids are slapping, punching teachers, disrupting the class and the teacher has to make sure ALL kids are learning at the same time. Its damn near impossible to do that with 30 kids and one teacher.

    I mentor some kids at the charter school for the navy base here…. This little boy I work with reading is on a 2nd grade level and he’s 12. :no: And the fact that the teachers seem to throw all kinds of shade at the kids who are slow to catch on or act like they dont have the time. :no: It’s heartbreaking.

    @ Leo #27, how do you know that the teachers were not teaching the children? Here at my children’s school they have 3 benchmarks (basically practice tests) before the end of yr testing. Maybe the children at those schools were giving those and the children weren’t passing. Not saying they are right at all but maybe, just maybe they WERE teaching and the children weren’t retaining it

Now, in these areas these kids are slapping, punching teachers, disrupting the class and the teacher has to make sure ALL kids are learning at the same time. Its damn near impossible to do that with 30 kids and one teacher.

    That is going on in my childs class right now. It’s one teacher and 30 5 year olds. It’s a mess. I wrote a letter to the school district, and put in a transfer request. Both of them were shot down. I’m moving so he can go to another school district in September. And Gigi, some of these parents are not doing anything. Some of the 5 year olds did not even know the ABC’s. It’s so sad. And things like this don’t make it better. However, maybe now people will start seeing that a MAJOR change is needed.

    These teachers have no excuse. They are from middle and elementary schools. If they were doing their jobs these kids would actually learn something. My youngest siblings spent 2 years in school in Georgia and i was shocked at how little they were learning.

    This is why I told my son, WE (yes we), have until the end of 1st grade to teach HIM how to read, and do math, or WE will be doing NOT A DAMN THING ELSE untill his knows how. Why, he asked me. Because if you can’t read and do math, what are you going to do with your life. It’s a life skill. I work hard with that kid, as I am sure you all do with yours. And really, all parents should. If they know all the Meek Mills songs, then they should know colors, numbers, and some sight words. These kids in his class are a trip. about 10 of them have it together. NAd now I catch him doing thing I know he picked up in school. He will not be going back there.

    GA- Now days, you don’t your child is struggling until report card time. I am still waiting for the parent teacher conference I requested last month. My daughter is a great student, but I want to make sure it stays that way. She is in the second grade and the teacher writes stuff on the board and expects 7 and 8 year olds to be responsible enough to write it down. Other second grade teachers send on a bulletin of what’s going on. Crazy.

    @ Nakeya, #77, I’m not saying that they were right for cheating. My point was directed to the comment that the teachers need to teach & I was saying maybe they are, but the children weren’t retaining it. In which I think further action needed to be taken.

    True indeed but you control your actions! You may have some kids with horrible parents, but that has nothing and I mean nothing to do with the decisions you make as a teacher. They are taking the easy way out! Teach the kids what they need to pass the tests then there will be no need to cheat.

    They make me sick to my stomach to see these Black educators doing such a disservice to Black students. It’s plain wrong.

    No Child Left Behind just made school systems desperate. Until the government acknowledges that results are not measured in the educational system by treating it like a business, this will continue to happen. There is too much money at stake.

    What makes me sicker is that the probe that uncovered this corruption in the Atlanta school system found almost 200 other school districts doing the same thing. I hope those other educators are similarly vilified and paraded the way they are doing this Black teachers and principals.
