All they gotta do is send out a court date notice to any ol address and claim it to be his “last known address.” Happened to a dude in Georgia.

They was only created to increase child births after WWII.

Between 1860 and 1945, America lost MILLIONS of “eligible, marriagable” men from the Civil War, WWI, and WWII. The birth rate had declined. The number one reason women didn’t have as many babies was because of finances. So America sought to “fix” that.

They had to replinish the army. Every country tries to influence the birth rate. America is no different.
