She is. There is a video of them before the pic, and the mom is on the left wearing the blazer. You can tell in the video too that she is the mom.

I think the mom is the one in the Black blazer as the mother she is gonna go for the more mature look therefore being attracted to the blazer look. I am a mom and I look youthful for my age as well however, I will be 41 in (5) days now from my observation the mother is between 38-40, the eldest daughter sitting across is between 22-24 and her other girl in the middle is 18-19. I believe she is the mom because as black women we tend to get dark under the eye area especially as we age and that in itself will make you look older if you don’t wear any concealer under the eye area. If you look closely you can certainly see her under eye area that tells she’s endured some hardships, lost a few nights of rest combined with the hereditary factor of developing the dark under eye that she is in fact, the mom.
