Relisha Rudd was absent from school for 30 days before school officials notified the D.C. Child and Family Service Agency on March 13. It was another six days before the agency began their investigation. Now Relisha is the subject of an intense manhunt by the FBI and other law enforcement agencies who believe Kahlil Malik Tatum, 51, killed his wife and took the 8-year-old across state lines to Atlanta.
Tatum is charged with murdering his wife, Andrea Tatum, according to AJC.com. Police believe Tatum has ties to the Atlanta area.
Police believe Kahlil Malik Tatum, 51, a janitor at the homeless shelter at the old D.C. General Hospital, where Relisha lived, killed his wife and now has the girl. They are looking for them up and down the East Coast.
With the search now into its eighth day with no breaks, Relisha’s difficult past is coming into focus. Guardians, social workers and employees at the subsidized shelter had extensive contact with Relisha but missed or ignored repeated opportunities to intervene weeks or even years ago, records show. And her mother, who allowed Relisha to be with Tatum, told school officials her daughter was missing school because she was sick, an explanation that authorities say delayed their ability to respond.
City records show that D.C. agencies had contact with Relisha and her family beginning in 2007, when the girl was 1 or 2. The records show instances of physical abuse, filthy living conditions and a lack of food. But social workers did not remove Relisha and her siblings from the home, city records show.

We have been poor. Like dirt. Like living in the homeless shelter that used to be on Cascade (still there? IDK). And the most vivid memory i have is of how CLEAN that place would be. Maintained by the women and children who stayed there of course.
IMO very humble opinion, the conditions you would subject children to speak VOLUMES about their future with you. I think DCF should do more. Chit on the floor, human or otherwise, remove the kids. Bye. See you after you complete these mandatory parenting classes.

This what happened: The kid was starved to death and beaten, while her other siblings were fed. The girl lived in a room with a crib, where she was tied to a chair like a dog and shyt n peed on herself. The last straw was when she was beaten and then they put her in a tub where she drowned. She was grossly underweight, had severe brusing, internal bleeding and several broken bones. The school called ACS numerous times and they failed that girl. Social work ain’t easy, no doubt, but when you hear of stories like this, it makes you wonder sometimes..

Five children have been found living in a filthy home brimming with trash, dog feces and urine-soaked beds, police in Florida have said.
One of the children begged to be given a new family and opened his mouth to reveal a set of rotten teeth when investigators went inside the home in Orlando, according to a police report.
Their mother, Yolander Lasane, 45, has been charged with child neglect after her children, aged 5, 9, 12, 15 and 17, are believed to have been living in the sickening conditions for several years.
Photographs show clothing and trash strewn about the house, black mold and rotting wood in the kitchen and an insect-filled bathroom with a broken toilet, sink and bathtub.
Animal feces was also found over floors and walls, according to the police report.
Police were called to the home by a Department of Children and Family worker, who told officers that she was concerned Lasane’s 17-year-old child had not been home in three weeks.
The teenager had never been reported missing and Lasane told authorities that she was troublesome and had been ‘sleeping around’, and did not think she had to report her missing.

The girl told police that her mother had thrown her out and told her never to return, so she had been staying with a friend. When she returned to pick up clothes, she said she found them thrown away.
When they checked on the house, investigators had to use a shovel to remove the trash so they could get inside and were immediately hit by an overwhelming smell, according to the police report.
Officers noted that the children did not look as if they had bathed recently and ate cold food out of cans using an electric can opener – the only working device in the kitchen.
The children’s beds were crawling with bugs, according to the report, and while Lasane’s bedroom was also littered with trash and feces, it was in far better condition than her children’s.
‘Neglect’: Lasane said that her weight made it difficult for her to walk so she left her children to ‘come and go as they please’. Neighbors reported seeing the children in the street looking for jobs for money
Filthy: The toilet, sink and bathtub were not working in the family’s main bathroom, pictured
Stink: The children’s bedrooms had urine-soaked beds and were strewn with animal feces

She had a working air conditioner and TV in her room.
The mother said she has trouble walking due to her weight and stays in bed most of the time, meaning she leaves the children to ‘come and go as they please’.
But the Orlando Sentinel noted that she walked to the patrol car after her arrest.
Officers also found that the doorknob on the front door of the house was hanging off and the home could not be locked.
‘The severe medical and overall neglect was horrendous,’ the report said. ‘It was evident that no part of this residence had been properly cleaned or maintained in years.’
Animal control also removed pets that had been neglected, the report said.

The house has now been condemned.
Neighbors said they would sometimes see one of her children wandering around the streets looking to work for money, according to WESH.
The Department of Children and Families has been working with the family for about a month, but said that they couldn’t remove the children from the home without giving the mother a chance.
‘The last thing we want to do is have to remove children from their home. We want to maintain them in the home when we can safely do that,’ DCF’s Kristi Gray told WFTV.
Lasane is being held at the Orange County Jail on five counts of child neglect causing great bodily harm. She has a sixth child who is grown and did not live at the house.
A relative has temporarily taken in some of the children, and the state is arranging other permanent care for them.

I know down here if a child if he has five or more unexcused absences in a calendar month, and/or 10 unexcused absences in a 90-day period they send you to truancy court and they suspend your drivers license
@jenie school systems have their protocol for reporting tardies and absences. Often guidance counselors dont report excessive absences for children under 10 because most truancy court will not intervene for children under 10. Counselors will make a report to cps as a cya and its usually when the child has missed at least 15 consecutive days. CPS will go in and do their investigation but theres little that can be done when its only a truancy issue as a state attorney gor cps will not take that to court unless theres additional abuse presently occuring

Yeah, I’m good on this piece. This is why I’m no longer in the field. I did home visit and my agency tried to create a culture to aid parents in keeping appointment.
This means picking you up, taking you there, sitting in the office with you and going to back with you and helping you understand what the doctor was saying.
I felt overwhelmed and became angry.
Yes there are horrible workers in social services and there are good ones too. Often the problem is that policies of social services do jot always correspond with the laws of the land. Also often before a child can be removed a worker gotta do a to z, giving parents opportunities even when that worker knows it is pointless. Parents who know the system know how to do the bare minimum to keep their kids and no matter how the workers protest these parents are allowed to keep doing as they please. These things are not reflected in documentarion as workers are disciplined to ensure case notes do not reflect negatively on upper management. Plus the decision to remove often have to go through a chain of command. All im saying is that most people do not know how difficult social work especially cps is unless theyve done it. Its the reason smart workers get out
