“Mr. Armstrong’s arrest followed an intense investigation over the weekend that led the DeKalb Sheriff’s Fugitive Unit to locations in Atlanta,” she said.
Another man, Kevin Walker, 46, is already in custody. Walker, who is HIV-positive, faces multiple charges, including reckless conduct-HIV infected person, Brookhaven PD spokesman Brandon Gurley told the Atlanta Journal-Constitution.
Police say the two men approached the boy from behind and dragged him into an apartment in the 2700 block of Buford Highway and raped and sodomized him over a period of three hours.
Armstrong will be booked into the DeKalb County jail.
